Senate Order 12 - Agency Files
The Australian Naval Nuclear Power Safety Regulator (ANNPSR) publishes an indexed list of file titles every six months in accordance with the Senate Procedural Orders of Continuing Effect No. 12, commonly referred to as the Harradine Order. The Order was agreed to by the Senate on 14 November 1994 and promotes transparency by providing public access to information about government records.
Under Senate Order 12, Commonwealth entities are required to publish a list of relevant file titles created during the reporting period.
In accordance with the Order, the published list excludes:
- Files that have been transferred to the National Archives of Australia.
- Case-related files.
- Files relating to the internal administration of ANNPSR.
To protect sensitive information, some details may also be omitted from file titles where publication could disclose:
- Commercially sensitive or confidential information.
- Personal information.
- Security-classified information.
The indexed lists are published twice each year. The Spring report includes file titles created between 1 January and 30 June, while the Autumn report includes file titles created between 1 July and 31 December of the preceding calendar year.

Senate Order 13 - Entity Contracts
The Senate Order on Entity Contracts requires non-corporate Commonwealth entities to publish information in relation to contracts and their use of confidentiality provisions.
The contract listing includes all non-procurement contracts to the value of $100k or more (GST inclusive) which:
- have been entered into during the reporting period
- have not been fully performed as at the end of the reporting period.
Most of the contracts listed contain confidentiality provisions of a general nature that are designed to protect the confidential information of the parties that may be obtained or generated in carrying out the contract. The reasons for including such clauses include:
- ordinary commercial prudence that requires protection of trade secrets, propriety information and the like
- protection of other Commonwealth material and personal information.
The contract listing excludes contracts that have been exempted from being reported on the basis that they would disclose exempt matters under the Freedom of Information Act.
